Mohammad Hosein Pour, the minister counselor and PR managing director of ICT ministry declared that: the proposal of the combination of ICT ministry with 2 ministries of Housing, Road And Transportation was a Majlis proposition and our related deputies and managers knew nothing about this.
He believes that this proposal comes from hasty decisions and are incompatible with the rules. Majlis declined the urgent act of the government presented in the meeting held on June, 30th in which there is no name of ICT ministry because of it’s main role and strategic importance toward knowledge-based Economy and E-government and this combination’s proposal is in contrary with the act.
According to majlis internal codes, the process of combination proposal must be studied by the related experts, based on specialized commissions opinions and after that talk over in the open majlis scene. I think the course is not compatible with law and logic, He asserted.
ICT public Relations’ managing director declared that based on the10th government’s slogan – “the 10th Government, the first Electronic Government”-, combining the 3 ministries to “Fundamental Affairs Ministry”, face our software and technology section with difficulties.
He pointed out to the Fifth Development Plan law and said: according to it’s 46th principle, in order to expand the E-Government services, IT industry, informative knowledge and fruition’s increase in economical, social and cultural scopes, ministry of ICT is responsible for providing and developing national information network, secure and stable Data centers with appropriate band-width and by the use capacity of non-governmental and private section and rely on settlement on services’ level prepare the access to high speed internet for users.
He named Emphasis on considering EFTA document by all the governmental establishments as one of the IT development basics and policies and continued: according to this document, ICT ministry is responsible for 10 of the whole 27 programs of the document and also defined as a collaborator in the 13 other titles.
Hosein pour emphasize that according to Iran Prospect Document, verified by the leadership, Communications and Information Technology is propellant agent for knowledge-based development, values creators, safe and fair opportunities providers for all Iranians, forming knowledge management and intelligent network society reliant on Islamic-Iranian identity and progressive center for communications and Information Technology in the region, achieving the goals of the year 1404 Prospect Document.
The minister counselor with pointing at the compiled programs toward E-services development in the Iran 5th development plan, declared that for conducting these programs, various projects in different parts are compiled in Technology and software Scopes.
He said that the decision to take the government in, is right and legal, but this matter must be considered that these combinations don’t hurt what have been done before and combinations accomplish by considering all the dimensions.
Accomplished estimations prove that in modern countries, the combination of ICT ministry with Housing and Road ministries does not work because there is no relation between them and their tacks and policies are completely different.
